Labuan IBFC Incorporated Sdn Bhd’s (Labuan IBFC Inc.’s) mission is to promote, develop and grow the financial services industry in Labuan International Business and Financial Centre through the cooperation and engagement with the Regulator, Labuan Financial Services Authority a statutory body under the Ministry of Finance, Malaysia, the trust and corporate services providers as well as the corporate and wealth advisors towards developing Labuan IBFC as Asia Pacific’s leading midshore jurisdiction.

Labuan IBFC Incorporated Sdn Bhd’s (Labuan IBFC Inc.’s) mission is to promote, develop and grow the financial services industry in Labuan International Business and Financial Centre through the cooperation and engagement with the Regulator, Labuan Financial Services Authority a statutory body under the Ministry of Finance, Malaysia, the trust and corporate services providers as well as the corporate and wealth advisors towards developing Labuan IBFC as Asia's premier international financial hub.
We do this by working closely with the market players, the media and key influencers, including numerous global advisors in curating a jurisdiction that will not only meet the needs of Asian users today but for the future, and where the needs for transparency as well as accountability are key.
Labuan IBFC Inc. boasts a dedicated marketing team that works closely with the industry in developing mutually rewarding engagements spanning the broad range of solutions and structures available in Labuan IBFC. In addition, it has a strong panel of specialists comprising well-known leaders and industry experts who are also readily available to assist with queries regarding the jurisdiction.
Together with the Regulator, market players, advisors and specialists, Labuan IBFC Inc.’s ultimate aim is to ensure the sustainability of the jurisdiction by ensuring that its key value propositions are understood as well as appreciated.

Steven Choy Khai Choon

Chairman

Mr. Steven Choy is currently the Non-Independent Non-Executive Chairman of both Zurich Life Insurance Malaysia Bhd and Zurich General Insurance Malaysia Bhd. He is also the Non-Independent Non-Executive Director of Kenanga Investment Bank Bhd and the Non-Independent Non-Executive Chairman of Kenanga Investors Bhd. In addition, he sits on the boards of Hap Seng Plantations Holdings Bhd, Bond and Sukuk Information Platform Sdn Bhd, and Asian Banking School Sdn Bhd.

Mr. Steven Choy previously held senior roles in several financial institutions and served as the President and CEO of Cagamas Berhad for six years, retiring in March 2012.

Mr. Steven Choy graduated with a Bachelor of Commerce degree from the University of New South Wales, Australia in 1982 and holds a Master’s degree in Business Administration from Oklahoma City University, USA in 1988. He is an accredited accountant in Australia and a member of the Malaysian Institute of Accountants.

Ben Quah is the Chief Executive Officer of Labuan IBFC Inc., appointed to lead the jurisdiction’s next phase of growth as a premier international business and financial centre. With over 20 years of experience in fintech, digital marketing, and regional business development across Malaysia, China, Hong Kong, and Singapore, he has established a strong track record in market expansion, ecosystem development, and cross-border collaboration.

He has spearheaded multi-jurisdictional platform launches, scalable growth programmes, and strategic partnerships with regulators, financial institutions, and technology providers. Known for his strategic clarity and values-driven leadership, he focuses on enhancing Labuan IBFC’s value proposition, deepening engagement with key markets, and advancing opportunities in wealth management, captive insurance, fintech, and Islamic finance.

Ben holds a bachelor’s degree in accountancy from Nanyang Technological University, Singapore.

Dr. Aida Othman

Dr. Aida Othman is a Board Member of ZICO Shariah Advisory Services Sdn Bhd.

Dr. Aida specialises in Islamic banking and finance, Islamic capital market instruments and takaful products and operations. She also advises on Shariah compliance and governance, including on the legal and regulatory framework for Islamic finance.

She currently serves as a Shariah committee member at several Islamic financial institutions.

Dr. Aida holds Bachelor of Laws and Bachelor of Islamic Law (Shariah) degrees from International Islamic University, Malaysia as well as a Master of Law degree from Cambridge University, United Kingdom. She obtained her PhD in Comparative Law & Middle Eastern Studies and completed her Postdoctoral Fellowship at Harvard University, USA.

Dr. Lim Zhao Qi, Ken

Dr. Lim earned his bachelor’s degree from the University of Technology Sydney and pursued further executive studies at Harvard Business School. He also completed his studies in Financial Technologies at the National University of Singapore on innovative financial services.

His career spans various sectors including property development, construction, gaming, entertainment, medical disposables, tourism, hotel management, and palm oil.

He was appointed as Deputy Chairman of the Labuan Investment Banks Association in 2023 and subsequently assumed the role of Chairman in 2024.

Appointed as the Executive Director and Group CEO at European Credit Investment Bank Ltd in 2014, he has led the organisation to significant growth and success.

Annie Undikai

Annie is the founder, group managing director, and director of six subsidiaries within the Brighton International Group.

She holds a bachelor’s degree in Accounting and Computing from the University of Kent, UK, and is a member of the Association of Chartered Certified Accountants (ACCA) and the Malaysian Institute of Accountants (MIA). She is also a Certified Financial Planner with the Financial Planning Association of Malaysia (FPAM).

Annie began her professional journey as an auditor with Hanafiah Raslan & Mohamad in 1983, and later became Group Financial Controller at Evergloss Group of Companies.

In 1998, Annie joined Etiqa Offshore Insurance (L) Ltd as Head of Operations and Marketing. She had a brief role at Asian Runoff Management Services Sdn Bhd before founding Brighton Management Limited in 2005. In 2020, she established Park Lane PCC Limited, a Labuan captive insurer with a Takaful window, offering an affordable entry into captive insurance and reinsurance markets.

She’s the current Chairman of the Labuan International Insurance Association for the 2024-2026 term. In recognition of her leadership and industry contributions, Annie was named one of the Influential Women in Captive Insurance in 2024.

Datuk Chin Chee Kee

Datuk Chin Chee Kee is currently the Executive Chairman of Noblehouse International Trust Ltd. And Managing Partner of CK Chin PLT, Chartered Accountants.

He is a member of the Malaysian Institute of Accountants, CA (M), a fellow of The Association of Chartered Certified Accountants, United Kingdom, - (FCCA), a Fellow of the Chartered Tax Institute of Malaysia (FCTIM), an Associate Fellow of Asian Institute of Chartered Bankers (Associate Fellow AICB), a member of the International Tax Planning Association (ITPA) and a Registered Trust and Estate Practitioner (TEP).

He is also the Chairman of the Association of Labuan Trust Companies and a director of Labuan IBFC Inc. Sdn Bhd. He was appointed a Justice of the Peace by the Governor of Sabah on September 16, 1997.

He also practices as an approved company auditor and an approved tax agent in the accounting firm of CK Chin PLT in Malaysia since 1987.

He has 35 years of experience in cross border tax planning and has been involved in the offshore trust industry and corporate secretarial work for the past 30 years.

Nor Rashidi Mohammad

General Manager and Chief Executive Officer, Maybank International Labuan

Appointed the General Manager and Chief Executive Officer of Maybank International Labuan on July 1st 2021. A seasoned banker with almost 28 years of experience. Diverse banking background from retail to global and wealth of experience in international banking and strategic management.

He is a registered Chartered Accountant with Malaysia Institute of Accountant, Malaysia. He graduated with a Masters of Business Administration (MBA) from Northern University, Malaysia and a Degree in Accountancy from University Malaya. In addition, he also holds the Certified Credit Professional Certification awarded by the Asian Institute of Chartered Bankers (AICB).

Doreen Fadli

Head of Business Policy and Tax Development, Labuan FSA

Doreen is the Head of Business Policy and Tax Development at Labuan FSA. She is responsible for the formulation of developmental policies to promote businesses in Labuan IBFC. She is also on the insurance and risk assessment task forces at the authority. Prior to joining the business policy unit, she was head of the licensing department there.

Doreen is a member of the Malaysian Institute of Accountants, CA (M), an Associate Member of The Malaysian Insurance Institute and Member of the Asian Institute of Chartered Bankers. She holds an MBA from Universiti Malaysia Sabah and a Bachelor of Accountancy with Honours from Universiti Teknologi Mara. She also holds certificates in AML/CFT and a Diploma in MII.
