Labuan IBFC - Fulfilling your Shariah-Compliant Business Needs

Labuan International Business and Financial Centre (Labuan IBFC) offers a wide range of business structures and investment solutions within a jurisdiction that is well-regulated and offers fiscal and currency neutrality. Key segments include banking, insurance, wealth management, businesses related to the capital markets, leasing, money broking, and commodity trading.

The Labuan IBFC jurisdiction is supported by Labuan IBFC Incorporated Sdn Bhd (Labuan IBFC Inc.), its official promotional and marketing agency, a wholly-owned subsidiary of the regulator – Labuan Financial Services Authority (Labuan FSA). Labuan FSA is a statutory body reporting to the Ministry of Finance, Malaysia.

The Labuan IBFC Strategic Roadmap 2022 – 2026 identifies Islamic finance as a key sector for the hub. Accordingly, this joint masterclass comprising two panel sessions will shine a spotlight on Labuan leasing and Labuan family office offerings from a Shariah perspective, with Qatar Financial Centre sharing their solutions and viewpoint. This is in line with Qatar’s positioning as a regional hub for both the O&G and wealth management segments.

Datuk Iskandar is the Deputy Director General of Labuan Financial Services Authority (Labuan FSA). He is currently serving as the Executive Chairman cum CEO of Labuan IBFC Inc. effective 1 February 2022.

He commenced his career in Bank Negara Malaysia and was seconded to Labuan FSA in 1996. Cumulatively, Datuk Iskandar has over 30 years of experience serving in financial services regulatory and supervisory agencies.

He brings to his current role a wealth of related knowledge and experience and leads a dedicated and professional team in Labuan IBFC Inc. that is focused on driving strategic business initiatives to further develop Labuan IBFC.

The appointment of Datuk Iskandar reflects the continuous commitment of Labuan FSA and the Government to position Labuan IBFC as a thriving business and financial centre under the next phase of its development.

Mr. Yousuf Mohamed Al-Jaida has served as the CEO of Qatar Financial Centre (QFC) since June 2015. He previously served as Deputy CEO and Chief Strategic Business Development Officer at QFC, overseeing strategy and business development. Earlier, he led indirect investments at Qatar General Retirement and Pension Authority and held positions at Qatar Energy and Dolphin Energy.

He sits on several boards including the World Alliance of International Financial Centers, Qatar Stock Exchange, and Qatar Free Zones Authority. He is also an advisory board member at Hamad Bin Khalifa University and Qatar University’s College of Business and Economics. He graduated from the University of Arizona, USA.

Dr. Muhammad Md Husin, Head Corporate Treasury, Bank Islam Malaysia Berhad
Dr. Muhammad Md Husin, Corporate Treasurer at Bank Islam Malaysia Berhad (BIMB), brings nearly two decades of experience in Islamic banking, treasury, as well as asset and liability management. At BIMB, he optimises capital, liquidity, funding, and asset & liability profiles. He is also an Adjunct Professor at INCEIF.

Previously, he served as Country Treasurer at Deutsche Bank Malaysia Berhad and held roles at two central banks. At Bank Negara Malaysia, he managed open-market operations and liquidity management. At the Central Bank of UAE, he supervised monetary operations and foreign exchange swaps.
He is a member of CIMA, MIA, AICB, and CIIF, where he serves as a Grand Councilor.

He holds a doctorate from the International Islamic University Malaysia and an MBA from Imperial College Business School, London.

Mr. Aderi Adnan serves as CEO and Board Member at CIB Capital Limited. Additionally, he sits on the boards of Credit Investment Bank Ltd and Monfi Digital Bank Ltd.

Previously, he held positions as Director of Business Development at Labuan IBFC Inc. Sdn Bhd and Director of Islamic Finance at Dubai International Financial Centre Authority. In these roles, he focused on international business development, Islamic finance, capital markets, and wealth management.

He began his career at Maybank Investment Bank, gaining extensive experience in corporate finance & advisory and private equity. He is a Fellow of CIMA, UK, and holds a degree in Accounting and Finance from Kingston University, UK.

Ja'afar Rihan, Head Islamic Business Development, Labuan Financial Services Authority
Mr. Ja'afar Rihan currently leads the Islamic Finance section at Labuan Financial Services Authority. Prior to this role, he served as the Head of Business Development at Co-opbank Pertama Malaysia Berhad.

He also held the position of General Manager of the Simpanan Shariah Department at the Employees Provident Fund (EPF) from 2008 to 2018.

Before joining the EPF, Mr. Ja'afar was Vice-President at the Calyon Bank. His extensive experience includes 15 years at Bank Negara Malaysia, where he played a key role in developing the Islamic money market and Islamic financial market.

Mr. Zukhairi Md Osman, Director of Labuan INS International Trust Ltd. since 2013, brings extensive expertise in accountancy. A member of the MIA, he commenced his career in 1995 at American Malaysian Insurance Berhad, where he held key finance and accounting roles in reputable firms such as Uni. Asia General Insurance, CIMB Aviva Takaful Berhad, and Syarikat Takaful Malaysia Berhad.

He also provided freelance advisory services to Azlan Aziz & Partners, specializing in accounting standards, tax advisory, and policies. Additionally, he serves as Principal and Company Secretary at Cardfile Management Services.
Currently, as Managing Director and Trust Officer at Labuan INS International Trust Ltd., Mr. Zukhairi remains dedicated to driving excellence, demonstrating professionalism, and strategic leadership.

Ms. Farah Deba Mohamed Sofian is an advocate & solicitor and partner at Messrs Wong Lu Peen & Tunku Alina. She boasts over 32 years of active legal practice.

Her expertise spans corporate, commercial, real estate, banking, construction, infrastructural, and intellectual property law, with a special focus on private wealth management.

She currently chairs the STEP Malaysia Branch, a global body of legal and estate planning professionals. She also serves as an Independent Non-Executive Director of OSK Holdings Berhad.

With qualifications including a Bachelor of Laws (Honors) from the International Islamic University Malaysia and a Master of Laws from King’s College, University of London, she is also an Advocate & Solicitor of the High Court of Malaya, a registered Mediator, and a Trained Collaborative Law Practitioner.

Abby is the Vice President, Professional Services Sector for Qatar Financial Centre, the Qatari Government agency which oversees promoting investment into Qatar. In her role, she sets market strategies and assists companies from Asia Pacific with their international expansion.

Abby has over a decade of experience in business development, marketing, events management, and strategic partnerships in both private and public sectors. Most recently, Abby led Singapore-listed property developer Wee Hur's business development and marketing efforts across Asia Pacific for the Group’s properties in Australia. Prior to Wee Hur, she held commercial roles with the British and Australian governments based in Singapore. The early part of her career was spent in the retail and fashion industries.

Ayman Doukali has over a decade’s experience in debt capital markets and sustainable finance. He is currently the Head of Islamic and Structured Finance at Qatar Financial Centre where he leads multiple strategic initiatives centred around global Islamic finance corridors, Islamic capital markets in Qatar, sustainable finance, and private markets. Prior to joining QFC, Ayman held positions in DCM and Islamic finance with international and regional banks in the Middle East and Asia Pacific.
