Labuan IBFC Asset Leasing Symposium 2018

The Asset Leasing Symposium 2018 themed “Meeting the Needs of Transparency and Substance” is aimed at discussing the latest developments in global asset leasing regulations, and key changes that will be facing the industry in Asia and beyond.

The event will also highlight the recently revised asset leasing guidelines applied in Labuan IBFC and how this will impact leasing entities, companies, corporate advisors and legal professionals, when structuring their leasing arrangements via the jurisdiction. Furthermore, with Asia’s aviation sector being the largest and fastest growing in the world, the symposium will also explore the potential of aircraft leasing in Asia Pacific.

  • Danial Mah Abdullah

    Danial is the Director-General of Labuan FSA, the regulatory agency of Labuan International Business and Financial Centre. Danial assumed the position of Director-General with effect from 3 October 2017. Prior to this, he was the Deputy Director-General of Labuan FSA, a position he held since 2007. He has worked in Labuan FSA since the early years of the establishment and held various positions in the organisation. Danial is a member of the Executive Committee of the International Islamic Financial Market (IIFM), Financial Stability Committee as well as Board member of the IIFM, the Labuan IBFC Incorporated Sdn Bhd, LabuanFSA Incorporated Sdn Bhd and Pristine Era Sdn Bhd.

    Danial is a Chartered Accountant registered with the Malaysia Institute of Accountants and also an Associate Member of the Institute of Bankers Malaysia. He holds a Bachelor of Accounting from the University of Malaya and a Masters in Business Administration (with Distinction) from Manchester Business School, United Kingdom.

  • Moritz Gubler

    Moritz Gubler spent two years in China after receiving his law degree. By learning Chinese, teaching foreign languages and visiting joint-ventures, he acquired a thorough knowledge of the Chinese way of thinking and the local habits. Moritz had worked in a law firm in Zurich and at the district court of Bülach in order to prepare himself for the bar-examinations. After getting admitted to the bar of Zurich, he then worked with Union Bank of Switzerland, now UBS, in Locarno in the Italian part of Switzerland for eight months.

    Moritz then returned back to Zurich where he worked as a client counsellor and lawyer in a trust-firm of the UBS-Group. In May 1997 he moved to Labuan, Malaysia, in order to open a new trust company for Coopers & Lybrand. Later, in September 2007 they were acquired by the Tricor Group, Hong Kong. In November 2011, Moritz became a partner of the Alpadis Group with its headquarters in Switzerland and providing fiduciary services in various locations, mainly Asia. Moritz’ main function is as Managing Director of Alpadis Trust (Labuan) Ltd. and generally being involved in the development of the Alpadis Group.

  • Syahrul Imran Mahadzir

    Syahrul Imran Mahadzir is the Director of the Market Development Department at Labuan Financial Services Authority (Labuan FSA). He obtained his Masters in Actuarial Science from the Heriot-Watt University, Edinburgh, Scotland in 2003 and is an affiliate member of the Association of Chartered Certified Accountants (ACCA), United Kingdom.

    Four years ago, Syahrul joined Labuan FSA to head the Prudential Policy Development unit before being promoted to his current position in 2015. His responsibilities include formulating developmental, tax and prudential policies towards the orderly growth of the financial services industry in Labuan International Business and Financial Centre.

    Syahrul brought with him 18 years of collective work experience at amongst others, the Central Bank of Malaysia, MNRB Holdings Berhad and Malaysian Development Corporation, prior to joining Labuan FSA.

  • Erni Marlina Madzlan

    Erni Marlina Madzlan, Deputy Director, Market Development has been with the Labuan Financial Services Authority (Labuan FSA) since 2005. Prior to joining the Market Development Department, she was with Labuan FSA’s Business Operations Unit, in-charge of the licensing of key financial institutions and intermediaries in Labuan International Business and Financial Centre (Labuan IBFC). Currently, she is co-heading the Prudential and Business Policy Division, including Islamic Finance Unit. Her responsibilities encapsulate the formulation of developmental and prudential policies with the aim of preserving the financial safety and soundness as well as promoting the growth and developments of the businesses in Labuan IBFC.

    Previously, Erni has worked with Affin Merchant Bank Berhad (now known as Affin Hwang Investment Bank Berhad), where she was instrumental in managing the corporate finance requirements of several notable Malaysian public listed companies. Erni obtained her Master of Business Administration from the Universiti Malaysia Sabah and Bachelor of Commerce (Accounting) from Lincoln University, New Zealand.

  • Datuk Chin Chee Kee

    Datuk Chin Chee Kee is currently the Executive Chairman of Noblehouse International Trust Ltd.

    He is a member of the Malaysian Institute of Accountants, CA (M), a fellow of The Association of Chartered Certified Accountants, United Kingdom, - (FCCA), a Fellow of the Chartered Tax Institute of Malaysia (FCTIM), an Associate Fellow of Asian Institute of Chartered Bankers (Associate Fellow AICB), a member of the International Tax Planning Association (ITPA) and a Registered Trust and Estate Practitioner (TEP).

    He is also the Chairman of the Association of Labuan Trust Companies and a director of Labuan IBFC Inc. Sdn Bhd. He was appointed a Justice of the Peace by the Governor of Sabah on September 16, 1997.

    He also practices as an approved company auditor and an approved tax agent in the accounting firm of CK Chin in Malaysia since 1987.

    He has 29 years of experience in cross border tax planning and has been involved in the offshore trust industry and corporate secretarial work for the past 26 years.

  • Datin Shelina Razaly Wahi

    Datin Shelina Razaly Wahi began her legal career as a litigation lawyer for 3 years before moving in-house as corporate counsel with one of the largest downstream multinational petroleum companies in Malaysia.

    Over the course of 6 years as in-house counsel for Shell Malaysia, Datin Shelina served various roles – including being the Company focal point for all HR-related legal matters; responsible for setting up the in-house Litigation Management Program; and had direct responsibility for managing all major litigation matters.

    In 2007 Datin Shelina was a pioneer member of the senior management team at AirAsia X Berhad. Her first position was as the Legal and Human Resources Director for 3 years, moving into a Legal and Regulatory role at the end of 2010. As Legal Director, Datin Shelina worked across all spheres of aviation, including HR matters, operations and engineering – with particular focus in Aircraft Leasing and Financing, Engines and Avionics as well as Aviation / Aerospace regulatory matters. While in AirAsia X, she saw through the successful AirAsia X Berhad Initial Public Offering (July 2013).

    Datin Shelina is a graduate from the University of Bristol. She completed her Bar Vocational course in London in 1996 and was called to the Malaysian Bar in 1998.

  • Ng Yoke Mui

    Ms. Ng has been in practice for almost 40 years and has been involved with civil aviation matters since the mid-1990s.

    She advised GE Capital Aviation Services and various other renown international aircraft leasing companies on the sale and leaseback of Malaysian registered aircraft. She assisted renown international law firms such as Freshfields, Clifford Chance, Norton Rose and White and Case on Malaysian legal and regulatory aspects of aircraft sale, purchase, lease, sub-lease, mortgage and registration of foreign owned aircrafts in Malaysia. She advised the Export Import Bank of the United States of America on the issue of the LEGENSSM Notes by the Government of Malaysia to finance the acquisition of various aircraft and the novation of the said notes. She advised AAR Corporation and its partner in relation to their acquisition and lease of 18 Boeing 737-400 aircraft and assisted with the securitization of the 18 aircraft in favour of the financier financing the transactions.

  • Rita Mohd Sharif

    Rita has with her more than 15 years of experience in the Labuan trust and fiduciary services before she co-founded AMS Trust Company Limited (“AMSTrust”) in 2013 together with Tuan Hj. Azizan Mohd Som. She is currently a director and an approved trust officer of the Company and heads the operation of AMSTrust in Labuan. She has advised many Malaysian as well as foreign individuals/corporations on the benefits of Labuan structures and helped many of her clients to establish Labuan entities such as Banks, Insurance, Leasing, Fund Management, Foundation etc.

    She has been actively involved in Labuan IBFC’s on-going promotional activities in Malaysia and abroad and also currently the Secretary of the Association of Labuan Trust Company (“ALTC”).

  • Anil Kumar Puri

    Anil has 17 years of experience in tax compliance and advisory engagements involving corporate income tax, petroleum income tax, personal tax, stamp duty, withholding tax and real property gains tax, for large Malaysian corporations, multinationals and individuals. His experience includes obtaining advance rulings and technical opinions from the Inland Revenue Board and other regulatory authorities on behalf of his clients, with respect to a wide range of issues. In addition, Anil has advised clients on the tax implications of their Labuan operations, including investment holding, leasing, financing and trading activities.

    Anil has also been involved in numerous cross-border advisory projects (both inbound and outbound), particularly in relation to advising on the tax and regulatory issues facing companies investing in Malaysia and abroad. He has also advised on the tax implications of a number of acquisitions, restructuring exercises and divestments.

  • Tang Kae Sue

    Tang Kae Sue is the Director of Hans Advisory & Trust Co Ltd, Malaysia since 2008.

    Hans Advisory & Trust Co Ltd is a Labuan Trust Company licensed by Labuan Financial Services Authority under Labuan Trust Act 1990. Hans’ professional team comprises of trust officers, certified public accountants and lawyers to provide full range of services in incorporating Labuan entities and advising on the relevant compliance requirements in Labuan International Business and Financial Centre.
