As IFCs in Asia and Middle East, both centres are homes to financial institutions, corporations and intermediaries that play instrumental roles in their region’s wholesale financial intermediation. This webinar consists exchanges of ideas and insights into key business areas, and is hoped to bridge collaboration amongst intermediaries by leveraging on the memorandum of understanding signed by Labuan IBFC and QFC.

In addition to interaction with speakers, participants may also connect with one another during and after the webinar to explore further business and collaboration opportunities.

  • Akber Khan

    Akber has more than nineteen years of experience in the investment industry. He joined Al Rayan Investment (ARI) in 2009 and is head of asset management. Prior to ARI, Akber spent over eleven years at Deutsche Bank in London where he initially traded UK equities. He also held senior research positions in European and emerging market equities and latterly was strategist for Central & Eastern Europe, Middle East & Africa. In each year since 2012 he has been in MENA Fund Manager Magazine’s ‘Power 50’ list of the “most influential, innovative and powerful figures in the regional industry”. He has lived in Doha, Dubai, Frankfurt, Karachi and London. Akber read Economics & History at University College London, UK.

  • Farah Jaafar

    Farah is the Chief Executive Officer of Labuan IBFC Incorporated, a wholly owned subsidiary of Labuan Financial Services Authority, the statutory Regulatory Authority for Labuan International Business and Financial Centre, operating under the purview of Ministry of Finance, Malaysia. Labuan IBFC Incorporated serves as the jurisdiction’s official market development agency.

    A seasoned strategic communication, market development and financial services professional, she brings with her experience spanning more than 25 years in wholesale financial services, putting her in good stead to develop Labuan IBFC as Asia’s go-to mid-shore wholesale financial intermediation centre.

    Formerly attached to the Asian Institute of Finance and Bursa Malaysia (Malaysia’s national stock exchange), Farah has served in numerous senior market development and strategic communications roles.

    She has also represented the Association of Stock Broking Companies Malaysia, a nationwide industry led lobby group representing Malaysian stockbrokers during the demutualisation exercise of the national exchange, allowing her a unique hands-on experience surrounding high strategic level issues relating to multiple stakeholder management, eco-system curation and long-term strategic business strategy.

    Passionate about equality, financial inclusion and win-win partnerships, she strongly believes that “a rising tide lifts all boats”. Farah has an LLB (Hons) from Sheffield University, United Kingdom.

  • Henk Jan Hoogendoorn

    Henk Jan Hoogendoorn is Chief of Financial Sector Office at the QFC Authority, where he is responsible for delivering on QFC’s mission of attracting financial and regulated businesses to Qatar through the QFC platform, in line with the Second Financial Strategy and Qatar National Vision 2030.

    He has extensive experience in international finance, management, and transforming and building businesses in the financial sector. Henk has held senior management roles at ABN AMRO Bank and Deutsche Bank in the Netherlands and the Middle East and has a solid track record of implementing businesses in the financial sector.

    Prior to joining the QFC, Henk served as Mashreq Qatar’s Country CEO and Managing Director of Deutsche Bank, Head Non-Bank Financial Institutions, where he was responsible for Insurers, Pension Funds, Fintech, and implementing strategic and business plans in Europe. He holds a Master degree in Law from the University of Utrecht in the Netherlands and has participated in executive education at the London Business School and INSEAD.

  • Henry Chong

    Henry Chong is the Chief Executive Officer of FUSANG, the first fully-regulated platform in Asia, providing end-to-end infrastructure to support Security Token Offerings (STOs). Henry also sits on the Exchange Committee of FUSANG Exchange, licensed in Labuan, Malaysia as a Securities Exchange under Part IX, Section 134 of the Labuan Financial Services and Securities Act 2010 (LFSSA). FUSANG Exchange is the first fully-operational stock exchange in Asia that allows companies to go public through a digital IPO accessible by both retail and sophisticated investors globally.

  • Jiazhong Wang

    Jiazhong Wang is Vice President of Financial Services Asia Market at the QFC Authority.

    Prior to joining QFC in January 2019, he had an extensive career in banking and finance that included various senior management roles in Retail Segments, Marketing Intelligence and Corporate Clients.
