Serene Liaw is the Deputy Director of Strategic Planning & Investor Relations Unit of Labuan IBFC Incorporated (Labuan IBFC Inc.). She leads market development initiatives to expand Labuan IBFC's presence in identified international markets and oversees the Labuan IBFC China Desk, which facilitates the establishment of Chinese-funded companies in the Labuan International Business and Financial Centre (Labuan IBFC). Labuan IBFC Inc. is the jurisdiction’s official market development agency and a wholly- owned subsidiary of the Labuan Financial Services Authority (Labuan FSA).
Prior to joining Labuan IBFC Inc., Serene was with Labuan FSA for over 10 years, where she headed the Business Policy Unit. Her hands-on experience as a regulator in policy formulation and international tax compliance has given her a deep understanding of financial solutions as well as a solid foundation in the promotion and market development initiatives of Labuan IBFC. Labuan FSA is the statutory regulatory authority for Labuan IBFC, under the purview of Ministry of Finance, Malaysia. -

Dato’ Brian Tan Guan Hooi is a distinguished Malaysian business leader known for his extensive experience in , management, and public service. He earned a Bachelor of Accounting (First Class Honors) from the University of Malaya and an MBA with Distinction from the University Sains Malaysia (USM). As a Chartered Accountant accredited by the Malaysian Institute of Accountants (MIA), a Fellow of CPA Australia, and a Certified Practicing Accountant with ASEAN CPACC, Dato’ Brian brings an extensive professional background to his leadership roles.
Currently, Dato’ Brian serves as the President and CEO of Fumakilla Asia Sdn Bhd, where he oversees operations across the ASEAN region and India. He also holds the position of Managing Director at Fumakilla Limited, a company listed on the Japan Stock Exchange. Under his stewardship, the Fumakilla Asia Group has achieved significant recognition, including winning the Industry Excellence Award 2020 from the Ministry of International Trade and Industry (MITI).
His career commenced at the Texchem Group, where he rose to the role of Managing Director before becoming the President and Group CEO of Texchem Resources Berhad. His leadership also extends to advisory roles at USM and Universiti Malaysia Pahang (UMP), as well as serving as Chairman of the Malaysian International Chamber of Commerce and Industry (MICCI) Northern Branch and Vice Chairman of the Malaysian Crop Life & Public Health Association.
Beyond his corporate achievements, Dato’ Brian contributes to public service as an Independent Director of PBA Holdings Berhad. He has also been appointed to advisory roles in government-linked corporations, including the Penang Development Corporation and the Penang Hill Corporation. -

Now Country Manager of Howden Malaysia, he brings to corporate buyers a balanced and structured perspective of insurance procurement coupled with efficient and effective solutions in the management of operational and enterprise risks with the ultimate objective of a cost-effective risk management programme.
He is the practice leader for Howden Captive Consulting, providing insightful and efficient solutions honed from his involvement in this alternative risk technique which commenced some 22 years ago. -

Edward brings over 29 years of experience across the technology, media, and communications sectors, with a strong focus on cyber risk and resilience. As Cyber Regional Director at Howden Asia, he supports clients of all sizes and sectors in identifying, assessing, and managing cyber risks—both before and after incidents. His expertise includes designing tailored insurance solutions, guiding clients through incident response, and supporting cyber claims negotiations.
In his capacity as Global Cyber Practice Lead for Asia, Edward heads Howden’s Asia Cyber Academy—an initiative dedicated to developing internal talent, enhancing market knowledge, and strengthening industry partnerships to build long-term cyber capabilities across the region.
Prior to Howden, Edward led crisis communications for a global telecommunications company and played a key role in national-level digital strategies to grow Singapore’s Infocom and media industries across Southeast Asia.

Dan Fairweather leads the Food Systems and Biodiversity within the Howden Climate Risk and Resilience Team. Dan has over 20 years’ experience in dealing with agricultural risks, mainly focussed on the aquaculture and livestock sectors. Starting out as a specialist Lloyd’s broker, Dan then went on to be the senior aquaculture underwriter at RSA for 7 years before retuning to broking, heading up the Livestock and Aquaculture Divisions at WTW and then Gallagher Speciality.
Latterly Dan has explored the use of parametric insurance and novel insurance products to incentivise environmental stewardship and support small-scale farmers and climate exposed communities. This work has led to a number of work streams with global environmental NGO’s to assess the role of finance and risk in the world of conservation.
Dan is increasingly looking at the regulation emerging around Nature and Biodiversity and exploring what can be done in the field of Biodiversity Credits and Biodiversity Net Gain and how risk management and insurance can support this. This work looks to learn from, and build on, the carbon credit market initiatives and emerging regulation.
Dan is a trained fish biologist, and is also currently a trustee for The Shark Trust, a global charity for the conservation of sharks, skates and rays. -

Wong Kok Loon is currently the Senior Vice President of Regulatory Compliance & Risk Management at Genting Malaysia Berhad. In this role, he oversees the implementation of key regulatory compliance programmes, including Anti-Money Laundering, Anti-Bribery & Corruption, and Personal Data Protection, while also spearheading the organisation’s risk management framework including managing the captive profile and insurance programmes of the company, as well as strengthening IT security.
He holds a Bachelor of Commerce (Accounting & Finance) (Hons) from Monash University, Australia, and a Master’s in Business Administration (General Management) from the International Islamic University Malaysia. He is a Certified Practising Accountant with CPA Australia and has earned a Certificate in Captive Insurance from the International Centre for Captive Insurance Education, USA.
Kok Loon began his career with Ernst & Young in Kuala Lumpur and London, where he served from 2000 to 2011 as Senior Manager. He then joined the Royal Bank of Scotland Group PLC as Country Head of Audit for Malaysia and Thailand from 2011 to 2015. -

Roy Sharma is the Principal Officer and Managing Director of an international reinsurance company based in the Kuala Lumpur office. Other than being the country manager for Malaysia, he is also responsible for developing and assisting their clients in Asia in specialised areas of insurance. These specialised areas include political, Project & Credit Risk Insurance, Professional Indemnity, Management Liability Insurance, Financial Lines Insurance, Casualty Insurance, Extended Warranty Insurance and Affinity & Niche Solutions.
He read law in the City of London and was called to the Malaysian Bar as an Advocate & Solicitor. He started his career in the insurance industry in 1994 as an Insurance Broker and joined Antah Sedgwick Chartered Insurance Brokers. Thereafter he joined Aon Risk Services Malaysia and Aon Risk Services Singapore. In April 2006, Roy joined Arthur J Gallagher Asia (L) Bhd, a reinsurance broker that was rebranded as Asia Reinsurance Brokers (Labuan) Ltd in 2008 after a management buyout and has been its Managing Director since 2007.
Roy is also the President Commissioner of PT ARB Indonesia and a Board member of ARB’s parent company.
