    Chua Wei Min is Director of ZICO Trust Limited. She specialises in the areas of trusts and foundations and legal and regulatory compliance on activities carried out at Labuan IBFC.

    She is a consultant with the ZICOlaw network of ASEAN law firms and related services which regional hub is in Singapore and member firms and other associated service providers are in Kuala Lumpur, Jakarta, Bangkok, Ho Chi Minh City, Phnom Penh, Yangon, Vientiane, Melbourne and Sydney.

    She advises on Labuan trusts and foundations for both commercial and private use. This includes corporate trust advisory for restructuring purposes and the use of orphan trusts for sale and leaseback and asset securitisation transactions, and private trust and foundation set ups for family wealth and estate planning.

    Wei Min was one of the lead external consultants in the law reform exercise undertaken by the Labuan Financial Services Authority in 2007 to revamp the regulatory framework of Labuan IBFC which translated into 8 new and revised Labuan acts in February 2010. As a key member of the network’s Labuan legal practice, she advises extensively on the use of Labuan entities as a tax-efficient vehicle for asset holding, tax planning and private wealth management purposes. She also advises on regulatory compliance issues on financial activities in the Labuan IBFC as well as the establishment of private equity funds in Labuan.

    Wei Min speaks Mandarin fluently. She is also a full member of the Society of Trust and Estate Practitioners (STEP) and a committee member of STEP Malaysia.
    David is a corporate lawyer with a strong emphasis in the foreign investment sector. Being based in Vietnam for more than 9 years, he advises foreign investors on their investments in Vietnam across a wide variety of sectors including competition law issues.

    David brings extensive knowledge of the Law on Investments of Vietnam to foreign investment projects that encompass a wide range of market sectors. His work on investments for all types of projects includes guidance on issues ranging from investment structures to tax and foreign exchange issues.

    David is acknowledged as a Leading Financial and Corporate Lawyer (IFLR1000 2011/12) and a Recommended Corporate and M&A Lawyer (Legal 500 2012). He is also ranked as a Leading Lawyer in Real Estate (Chambers 2011/12/13 and Legal 500 2012).

    Chambers Asia 2010 recognises his presence in Vietnam, where he ‘impresses peers with his extensive real estate background and exceptional understanding of local law’. Asialaw (2011) acknowledged his contribution to a global firm in which it is stated that the firm ‘… is well-known by peers to have a strong focus in real estate, particularly owing to the expertise of David Lim’s enviable track record… and extensive client list’. Asia Pacific Legal 500 (2010) described him as ‘one of the best lawyers in Vietnam for property development projects, joint ventures and land issues‘.

    David was admitted to the Bar in Malaysia in 2000, when he commenced practice with Messrs Lee Hishammuddin. He then continued his legal practice in Zaid Ibrahim & Co before practising as foreign lawyer in Vietnam, and was a partner heading the Real Estate Practice Group in Mayer Brown JSM (Vietnam) since 2006. He is with ZICOlaw commencing August 2012.
    Mark Lea is Partner at Lea & White, and Managing Director at Lea & White International Advisers Limited.

    Born in 1944, Mark Lea was educated in England at Eton College, where he was President of the Eton Society. He qualified as a solicitor in 1970 in London, before joining the Merchant Bank N.M. Rothschild & Sons Limited, where he worked closely with the Chairman Lord Victor Rothschild KCMG GC at a time when he was Head of the UK Government Think Tank. Mark Lea became a Director of Rothschild’s Trust Companies and of its Guernsey Bank.

    Since 1971, Mark Lea has been concerned with international estate planning and structure and international comparative taxation. Having been a partner and then Chairman in one of the UK's most successful provincial law firms, he moved permanently to Asia and was admitted to practice as a solicitor in Hong Kong in 1995.

    Mark Lea is also a Member of the Inland Revenue Board of Review of Hong Kong. For some five years he served on the executive committees of the Hong Kong Trustees Association and of the Society of Trust and Estate Practitioners (Hong Kong Branch). He has since been a member of their Joint Law Reform Committee.

    Mark Lea advised the Government of Singapore with regard to the Trustees Act of Singapore. He originated the proposals for changes to the Trust Law of Hong Kong and advised on such changes. He advised the Malaysian Government on changes to the laws of Labuan, including Trust Law, Foundations Law and Limited Partnership Law. He remains an international adviser to that government. Mark Lea is advising the Government of Samoa on new Trust Law and new Foundations Law and on changes to other relevant laws in consequence.

    Mark Lea has taught a course on international estate planning including the use of trusts and foundations and is Adjunct Professor of Law at the National University of Singapore for the last 10 years.
